Economic Development Incentive Rate (Rider 7)
BGE supports business expansion and employment growth within the Company's Central Maryland service territory (Service Territory Map) by offering an Economic Development Incentive Rate (Rider 7) that provides for three and five year electric price reductions. Rider 7 is designed to provide an incentive that may influence a customer's decision to locate new operations or expand existing operations in conformance with the Rider's criteria. Price reductions apply to the BGE distribution portion of the customer's bill, NOT the customer's commodity charges.
We offer a complete range of incentive pricing options to help your business flourish. Our Economic Development Incentive Rate provides temporary price reductions on qualifying new electric load when it's combined with employment expansion. With the Economic Development Incentive Rate, BGE will provide base rate discounts of up to 15% for three to five years if your company qualifies.
To qualify, the following criteria must be met:
- Limited to cases where the price reduction may influence the customer's decision to locate new operations or expand existing operations in BGE's service territory.
- Must include an offer of governmental economic development assistance.
- Only applies to Qualifying Load (QL) which is defined as new or incremental load of a minimum of 500 kW per month, except in a certified Enterprise or Empowerment Zone** where the minimum is 200 kW per month.
- Must include employment expansion of 10 or more full-time (or equivalent) net new jobs.
- Retail establishments are excluded.
A Review Panel of three representing BGE, State Department of Business and Economic Development, and the local government in the jurisdiction where the business is/will be located, must unanimously agree that the above criteria is met.

Price reductions for the QL are restricted to distribution base rates in the Customer's Controlling Schedule.
BGE will recoup rate reductions previously granted if the QL is shifted to an alternative energy source within three years for Option 1, or five years for Option 2, from the date of the last price reduction.
